Huurtoeslag eligibility: 2026 thresholds

Huurtoeslag is a monthly rent subsidy from Belastingdienst. Eligibility depends on income, rent amount, age, and household composition.

Huurtoeslag is a monthly rent subsidy from the Dutch state. It's available to tenants with low income whose rent doesn't exceed the set cap.

Who is eligible

To receive huurtoeslag in 2026, you must meet ALL criteria:

  1. Age — 18 or older (a lower rent cap applies for 18-22)
  2. Rent — since 2026 the rent ceiling is NO LONGER a hard eligibility bar. For the amount, only the bare rent (kale huur) counts, up to a ceiling: €932.93/mo (21+) or €498.20 (18–20); service costs are excluded from 2026
  3. Income — there is NO longer a hard income cut-off. The subsidy tapers as income rises (higher income → less or no subsidy). From 2026 more people qualify
  4. Wealth (vermogen) — on 1 Jan 2026 no higher than €38,479 (single) / €76,958 (couple)
  5. Registration — registered at BRP at the rental address
  6. Citizenship / permit — EU/EEA/Swiss citizen OR holder of a residence permit (TPD refugees ARE eligible)
  7. Rental type — rental of primary residence (not sub-letting; not specific camping forms)

How the amount is calculated

Huurtoeslag depends on:

  • Rent amount (higher rent → larger subsidy, up to cap)
  • Income (lower → larger subsidy)
  • Household composition (with children → higher rate)
  • Age (cap is lower for 18-22)

Typically: €50-300/month for a typical case. Calculate the exact amount via the Belastingdienst calculator.

How to apply

  1. Go to belastingdienst.nl via DigiD
  2. Choose Mijn Toeslagen → Huurtoeslag
  3. Enter rent amount, income, household composition
  4. Confirm and submit
  5. Belastingdienst reviews within 8 weeks
  6. Payments arrive monthly in advance

Income changes during the year — critical!

If your income increases:

  • Immediately update the forecast via Mijn Toeslagen
  • Otherwise Belastingdienst will demand refund of overpayments + penalties next year

If your income drops — also update; you'll get more huurtoeslag

Common mistakes

  • Income rises a bit — the subsidy decreases gradually (proportionally), not all-or-nothing: the old hard cliff was abolished. Still update your income forecast in Mijn Toeslagen to avoid an overpayment.
  • Rent above the ceiling — above the ceiling (€932.93 for 21+) the subsidy simply stops growing; it no longer removes your right. Bare rent (kale huur) counts, not the total with utilities.
  • Not reporting changes — penalties + refund of overpayments.

What if you don't qualify

If you're not eligible for huurtoeslag (income or rent too high), consider:

  • Sociale huur — social housing from woningcorporatie with 5-10 year waiting list
  • Inkomensafhankelijke huurkorting — for certain families in sociale huur
  • Moving to a district with lower prices

Common mistakes

  • Exceeding income thresholdIf your combined annual income (toetsingsinkomen) exceeds the limit by even €100 — you lose the right to full huurtoeslag for the entire year.
  • Rent above the capIf your rent exceeds €879.66/month (2026 cap), you don't qualify for huurtoeslag at all.
  • Not reporting income changesBelastingdienst will demand refund of overpayments + penalties. Update income via Mijn Toeslagen whenever it changes.
