Which toeslag can you get?

The four Dienst Toeslagen allowances and the SVB child benefit side by side in one table: who they are for, the conditions, what changes the amount, where and when to apply, how they are paid and what you must report. No amounts: limits and rates change every year — the current figures are on the official pages and in the Dopomoga calculator.

What these payments are

A toeslag is an allowance from Dienst Toeslagen (a separate service of the Ministry of Finance since 2021, no longer part of the Belastingdienst; its pages are on belastingdienst.nl) whose amount depends on the household’s income and assets. Kinderbijslag is not a toeslag: it is a child benefit paid by the SVB (Sociale Verzekeringsbank) under a different law, and it does not depend on income.

Zorgtoeslag

Dienst Toeslagen

Compensates part of the premium for the compulsory Dutch health insurance (zorgverzekering). For adults aged 18 or over whose income and assets are below the set limits.

Huurtoeslag

Dienst Toeslagen

Compensates part of the rent for people who rent a self-contained home under their own contract, are registered at that address and have a modest income.

Kindgebonden budget

Dienst Toeslagen

A supplement for children under 18 on top of kinderbijslag. Depends on income and on the number and age of the children; single parents receive a higher part.

Kinderopvangtoeslag

Dienst Toeslagen

Compensates part of the cost of registered childcare (day care, after-school care, a gastouder through an agency) when both parents work, study or follow an integration course.

Kinderbijslag

SVBSVB · not a toeslag

The basic child benefit for children under 18, paid by the SVB. Not income-tested, paid once a quarter. Receiving it is what opens the door to kindgebonden budget.

Main conditions18+; a Dutch basic health insurance; lawful residence; income and assets (together with your toeslagpartner) below the limit.18+; a self-contained home (own front door, kitchen and toilet); a written rental contract in your name; registered with the gemeente at that address; income and assets of everyone in the home below the limit; you pay the rent yourself and can prove it. Up to and including 2025 a maximum rent also applied — check the current conditions.A child under 18; you receive kinderbijslag for that child (exceptions for 16- and 17-year-olds); joint income and assets below the limit. Both parents (or the single parent) work, study, follow inburgering or a pathway to work; the childcare centre or gastouder has a number in the Landelijk Register Kinderopvang (LRK); you pay part of the cost yourself and can show the payments; the BSN of the child and the parents has been given to the provider.A child under 18; you live or work in the Netherlands and are insured for kinderbijslag (AKW). For people from Ukraine with temporary protection the right depends on working as an employee in the Netherlands — see rijksoverheid.nl.
What changes the amountYour income and your toeslagpartner’s income; having a partner; assets above the limit mean no entitlement. The rent and part of the service costs; the income of everyone in the home; household composition; age; assets.Joint income; the number of children; their age (a separate supplement for teenagers); whether you are a single parent; assets.Joint income; the number of childcare hours per month (there is a monthly maximum); the provider’s hourly rate (counted up to a maximum rate); the type of childcare; the number of children.Mainly the child’s age (the amount rises at two age thresholds) and the number of children; double kinderbijslag exists for a child living away from home for study or illness and for a child needing intensive care. Where to applyMijn toeslagen (mijn.toeslagen.nl) with DigiD.Mijn toeslagen (mijn.toeslagen.nl) with DigiD.Mijn toeslagen with DigiD. If you already receive another toeslag you usually do not need to apply: Toeslagen grants it itself and sends a decision.Mijn toeslagen with DigiD; you need the provider’s LRK number. The SVB through Mijn SVB with DigiD. After a birth registered with the gemeente the SVB sends a letter within about 4 weeks saying you can apply — you then apply yourself in Mijn SVB; if you already receive kinderbijslag for another child the new child is usually added without a new application.
When to applyAt any time. For a past year: until 31 December of the following year (toeslagen over 2025: until 31 December 2026; the former 1 September deadline applied through toeslag year 2024).At any time. Kinderopvangtoeslag is paid at most 3 months back from the month you apply: apply within 3 months after the childcare starts and you get it from the first month; apply later and the earlier months are lost (Belastingdienst example: care from 1 May, application in October → toeslag from 1 July). After the child is registered in the BRP. The SVB can award it retroactively for a limited period (up to one year) — check svb.nl.

What to reportA change in income, a partner moving in or out, the insurance ending, moving abroad — in Mijn toeslagen within 4 weeks. A move registered with the gemeente does not need to be reported separately.A change in the rent, income, the people living with you, a move (new contract) — within 4 weeks.A change in income or partner, a child leaving the household — within 4 weeks.A change in childcare hours, the hourly rate, income, the provider, stopping work or study — within 4 weeks.A change of address or family composition, a child moving abroad, starting or stopping work — to the SVB (Mijn SVB).
Typical mistakesLeaving out the partner’s income; not reporting a rise in income — a debt at the end of the year; applying without a Dutch zorgverzekering (no entitlement under the RMO).A room or shared housing without your own contract (onzelfstandig) — no entitlement; no BRP registration at the address; forgotten income of housemates.Applying a second time when it was already granted automatically; not applying at all because you have no other toeslag; forgetting the child’s BSN.Childcare without an LRK number (friends, relatives) — no entitlement; applying later than 3 months; hours in the application that do not match the provider’s invoices.Expecting it to be granted together with the toeslagen; not telling the SVB that a child has left for Ukraine or returned; confusing it with kindgebonden budget.

There are deliberately no amounts or income limits here: they change every year. The current figures are on the official pages below or in the Dopomoga calculator, which gives an estimate at the current year’s rates.

What matters for people from Ukraine

The general rules are the same for everyone, but a few points work differently for people with temporary protection.

  1. BSN and DigiD are required

Without a BSN no portal opens; without DigiD you cannot log in to Mijn toeslagen or Mijn SVB. First the gemeente registration (BRP), then DigiD, then the applications.

  2. Income from abroad counts

Toeslagen look at your whole worldwide income (toetsingsinkomen): a salary from Ukraine, remote work for a foreign employer or a pension count too. Leaving them out means a recalculation and a debt after the year ends.

  3. Gemeente opvang is not a self-contained home

In a municipal shelter or with a host family you usually have no rental contract of your own and no self-contained home, so huurtoeslag does not apply. The contribution to the costs of the opvang (eigen bijdrage) that the gemeente charges under the national opvang scheme to adults who work or receive a benefit is not rent — there is still no rental contract.

  4. Leefgeld is not a toeslag

Leefgeld is paid by the gemeente under the national scheme for displaced people from Ukraine; it is not applied for through Mijn toeslagen, and it is withdrawn for the whole family when an adult family member starts working or receives a Dutch benefit — fully once the income is clearly above the leefgeld level, partly at lower incomes (the gemeente decides).

  5. RMO instead of a zorgverzekering

While your care is covered by the RMO (Regeling Medische zorg Ontheemden) you have no Dutch zorgverzekering — and without one no zorgtoeslag is granted. If your status changes and you have to take out regular insurance, check your zorgtoeslag entitlement then.

  6. Kinderbijslag and kindgebonden budget come through work

According to rijksoverheid.nl, people from Ukraine with temporary protection are entitled to kinderbijslag if they work as employees in the Netherlands. Kinderbijslag in turn opens the door to kindgebonden budget. Apply to the SVB as soon as you have an employment contract.

Frequently asked questions

Can I receive several toeslagen at the same time?

Yes. Zorgtoeslag, huurtoeslag, kindgebonden budget and kinderopvangtoeslag are separate allowances with their own conditions, all applied for in the same Mijn toeslagen portal. Kinderbijslag from the SVB is received alongside them.

I live in gemeente opvang. Which of these can I get?

Usually not huurtoeslag (no contract of your own for a self-contained home). The rest depends on your situation: kinderopvangtoeslag if you work and pay for registered childcare; kinderbijslag and kindgebonden budget if you work as an employee; zorgtoeslag only if you have a Dutch zorgverzekering rather than RMO cover.

I have started working. What changes?

Leefgeld for the family is reduced or stopped, depending on your income. You now have income that must be reported in Mijn toeslagen within 4 weeks if you already receive a toeslag. An employment contract opens the way to kinderbijslag at the SVB and, through it, to kindgebonden budget. Also check whether your situation under the RMO changes.

Which income do I enter — last year’s or the expected one?

For an application for the current year: a realistic estimate for the whole year (toetsingsinkomen), including income from abroad. Toeslagen pay in advance on that estimate and compare it with the actual figure after the year ends; too high an estimate means a top-up for you, too low means repaying.

Can I still apply for a past year?

For zorgtoeslag, huurtoeslag and kindgebonden budget — yes, until 31 December of the following year: toeslagen over 2025 can be applied for until 31 December 2026 (the former 1 September deadline applied through toeslag year 2024). Kinderopvangtoeslag works differently: it is paid at most 3 months back from the month of application, so apply within 3 months of the start to lose nothing.

How does kindgebonden budget differ from kinderbijslag?

Kinderbijslag is the basic SVB child benefit, the same for everyone regardless of income, paid once a quarter. Kindgebonden budget is a Dienst Toeslagen supplement that depends on income and assets and is paid monthly. Receiving kinderbijslag is a condition for kindgebonden budget.

What happens if I do not report a change?

Toeslagen receive the actual income data from your employer and the Belastingdienst anyway, only later — and then recalculate the whole year. An overpayment has to be repaid, and a fine is possible for not reporting. The rule is to report within 4 weeks through Mijn toeslagen.

Does Dopomoga file the applications for me?

No. You apply for toeslagen yourself in Mijn toeslagen with your own DigiD, and for kinderbijslag in Mijn SVB. Dopomoga explains the conditions and offers a calculator for an estimate; the decision on any payment is made by Dienst Toeslagen or the SVB.
